Although inflation remains low, the license fee was recently raised significantly, so that budgets are actually up, but there have been massive cutbacks for music production throughout the system, and as a matter of course, new music suffers the most. This is largely due to massive increases on spending for areas (i.e. soccer broadcast rights) in which the public sector competes with private broadcasters, much loss of airtime for music to talk, and demand by administrators to treat the recording archives, many of them never broadcast, as unrealized programming capital, thus directly competing with new activities.
